Army heritage centre harps on needs-driven research

The Nigerian Army Heritage and Future Centre (NAHFC) has expressed commitment to embark on needs-driven research aimed at bridging identified gaps in the Nigerian army’s tactical, operational and logistics capabilities.

The Director-General of NAHFC, Maj.-Gen. Kamilu Kadiri, gave the assurance at the Orientation Programme of the centre on Wednesday in Abuja.

Kadiri said the centre was established to serve as a research hub for generation of ideas, policies and strategies.

According to him, it will also leverage on the core competence of the Nigerian army to defeat current and future threats and on the other hand preserving its heritage.

He said the centre was hopeful of growing to be one of the very best centres of excellence not only in Africa but globally.

He said the main objective of the center was to leverage on lessons drawn from the history and heritage of the Nigerian army to improve on its current and future operations.

According to him, the mission of the center is to be a research hub for generation of ideas, policies and strategies, leveraging on the core competencies of the Nigerian army to defeat current and future trends while preserving its heritage.

 He said the orientation programme was therefore focused on the need for the center to discuss and adopt appropriate research methodology design.

“The center shall also be taking a presentation from our ‘A’ Team with the hope that discussions during the interactive session will assist us in working out effective synergy between the ‘A’ Team and the center.

“It is my hope that this orientation programme and the visits that will be conducted to these institutions will position the center to attain its vision of enhancing Nigerian army capabilities through analysis of policies, practices and procedures by proposing noble and pragmatic arguments through innovation and application of technology.

“The Nigerian Army Heritage and Future Center is the first of its kind in the history and evolution of the Armed Forces of Nigeria.

“The Chief of Army Staff, in his inaugural lecture stressed on security matters among others. The early adoption of an appropriate research methodology will thus relate a solid foundation for the takeoff of the center.

My personal aspiration is that this center will one day become the service institution of the highest reputation,” he said.

The News Agency of Nigeria (NAN) reports that the orientation programme involved two lectures and discussions by erudite scholars and top military officers.

The Coordinator, Admiralty University of Nigeria, retired Commodore Amatere Kpou, delivered a lecture titled, “Formulating and Designing Appropriate Research Methodology for the Nigerian Army Heritage and Future Centre From Colonial Occupation to a National Force: The Nigerian Army’s Past Experience, Present Reality and Future Prospects”.

The second presentation titled, “Working Out Effective Synergy and the Collaboration between ‘A’ Team and Nigerian Army Heritage and Future Centre” was presented by retired Maj.-Gen. Muhammed Muhammed

The guest lecturer, Kpou, said the lecture was aimed at building the capacity of the centre to be able to evolve and develop credible methodologies in terms of its procedures, protocols and objectives.

He said that there were various research methodologies such as the scientific method, adding that the center could and should adopt the scientific procedure in all its undertakings in achieving its objective that had been set by the Nigerian army.

He said that the center should conduct its research towards providing solutions to identified problems of defence, the military and security in Nigeria.

“We are advocating that they could pay particular attention to applied research, result driven research, result oriented research, not just research for research sake,” he said. (NAN

Port Harcourt Refinery Halts Production Less Than a Month After Resumption

Less than a month after the porthacourt  appeared to have resumed production, the facility has stopped working.

It was gathered that the lifting of petrol actually stopped last Friday, December 13, as the 18-arm loading bay of the new Port Harcourt refinery was empty.

While about 18 trucks littered the stretch of the busy road leading to the refinery itself, nine trucks were spotted inside the parking yard, while the loading bay was empty.

Journalists who visited the refinery on Thursday, December 19, 2024, observed that the lifting of Premium Motor Spirit (petrol) had stopped completely.

The depot, which is usually a beehive of activities where tankers scramble for space at the parking yard, was a shadow of itself with literally no vehicular or human activity relating to operations.

This was after $1.5bn was approved in March 2021 and spent on the rehabilitation of the facility.

The inauguration of the 60,000 barrel per day production capacity plant by the Chief Executive Officer of the Nigerian National Petroleum Company Limited, Mele Kyari, on Tuesday, November 26, 2024, was met with celebration and fanfare.

During the re-opening of the facility, there was lifting of petrol to the excitement of the cheering crowd.

However, less than 10 trucks of petrol were lifted that day as against widespread claims that about 200 trucks carried petrol out of the bay.

FG Allocate ₦27bn For Obasanjo, Gowon, Buhari, Others In 2025

The Federal Government has allocated ₦27 billion for the entitlements of former presidents, vice presidents, heads of state, chiefs of staff, retired heads of service, and professors in the 2025 fiscal year.

The beneficiaries of this allocation include former Presidents Olusegun Obasanjo, Goodluck Jonathan, and Muhammadu Buhari, alongside ex-vice-presidents Atiku Abubakar, Namadi Sambo, and Prof. Yemi Osinbajo. Other notable individuals expected to benefit from this allocation are ex-military Heads of State, Gen. Yakubu Gowon (retd.) and Gen. Abdulsalami Abubakar (retd.), as well as former military President, Ibrahim Babangida, and retired Chief of General Staff, Commodore Ebitu Ukiwe.

It can be recalled that President Bola Tinubu on Wednesday presented the 2025 budget, titled ‘Budget of Restoration: Securing Peace, Rebuilding Prosperity,’ to a joint session of the National Assembly. The ₦49.70 trillion spending plan prioritizes defence, infrastructure, and human capital development, with a projected ₦13.39 trillion deficit to be financed through borrowing.

The Federal Government has allocated ₦1.4 trillion for pensions, gratuities, and retirees’ benefits. This allocation includes ₦2.3 billion for former presidents, heads of state, and vice presidents. Retired heads of service and permanent secretaries will receive ₦10.5 billion, while retired professors in universities will get ₦13.5 billion. Additionally, ₦1 billion has been allocated for retired heads of government agencies and parastatals. The total allocation for these groups amounts to ₦27 billion.

Furthermore, the budget allocates ₦46 billion for civilian pensions under the Office of the Head of Civil Service, while ₦383.9 billion is earmarked for military pensions and gratuities. An additional ₦66.8 billion is budgeted for expected retirees, with ₦434 million allocated for administrative charges, ₦596 million for pension running costs, and ₦870 million for medical retirees.

The Federal Government has also set aside funds for various social investment programs, including the student loan scheme, National Poverty Reduction with Growth Strategy programs, National Home Grown School Feeding Programme, and the Consumer Credit Fund initiatives. A total of ₦500 billion has been allocated for these programs, with ₦50 billion specifically earmarked for the student loan scheme.

Court Renews Order of Arrest Against Mr. Bright Echefu for Allegedly Defrauding BCGNEEDS Company of $651,280.00 USD

A Chief Magistrate Court sitting in Bwari, Federal Capital Territory has renewed and extended its order of arrest against Mr. Bright Echefu, Owner of Briech Intelligence Fusion Limited to January 14, 2025.

On November 19, 2024, the court had ordered the arrest of Mr. Bright Echefu, following his failure to appear before the court on the allegation of defrauding BCGNEEDS Company of the sum of $651,280.00 USD.

In a prior appearance, Mr. Bright Echefu’s lawyer, had communicated that his client was not within jurisdiction. On December 9, 2024, Mr. Bright Echefu’s lawyer told the court again that Mr. Echefu had traveled out of jurisdiction and requested that the court allow him time to produce Mr. Echefu in court when he returns. BCGNEEDS’ lawyer argued that Mr. Echefu has no justifiable reason not to be in court but has only been evading arrest. He further requested the court to extend the order to enable the Police effect his arrest.

After hearing from the Police on the efforts they are making to arrest Mr. Echefu, the court patiently listened to the parties and renewed the order of arrest against Mr. Bright Echefu. The court adjourned the case to January 14, 2025.

Mr. Bright Echefu, who is also the Owner of Telecom Satellite Television, is said to have allegedly defrauded BCGNEEDS Company of the said amount under the pretence of supply of drones and accessories. BCGNEEDS told the court that Mr. Echefu, under false pretence used Briech Intelligence Fusion Limited, to request for supply of Drones and Accessories worth $651,280.00 USD from BCGNEEDS via a Local Purchase Order with Ref: BIFC/LPO/TS/ABJ/088106 dated the 21st day of October, 2022.

BCGNEEDS also told the court that after the delivery of the drones and accessories, Mr. Echefu became incommunicado and refused to pay, since 21st of October 2022 till date. Despite several demands, Mr. Echefu criminally converted the drones, accessories, and the sum of $651,280.00 USD under false pretence of doing business with BCGNEEDS Company.

This is not the first time Mr. Echefu has been implicated on allegations of fraud. It will be recalled that Mr. Echefu had earlier been arraigned before the Federal High Court in Abuja, by the Economic and Financial Crimes Commission, EFCC, on allegation of tax evasion, money laundering and advanced fee fraud.

In another charge before the Federal High Court marked FHC/ABJ/CR/254/2023, Mr. Echefu, Igboanuga, TSTV and another company, Briechberg Investment Limited, were listed as the first to fourth defendants, respectively. In the charge, Mr. Echefu and Igboanugo were said to have on May 18, 2020, committed money laundering bordering on tax evasion, unremitted VAT, company income tax and Pay As You Earn (PAYE) deducted from the salaries of 165 workers punishable under Section 15 of the Money Laundering Prohibition Act 2011 as amended in 2012.

Mr. Bright Echefu was also said to have defrauded Turaki Tanimu, a former minister of the Federal Republic of Nigeria, of N969m under false pretence. The money was said to have been paid into Briechberg Investment Limited with account number 1015561485 domiciled at Zenith Bank.

It would appear that the issue of evading arrest raised by the prosecution in the criminal charge by EFCC against Mr. Echefu at the Federal High Court is also playing out in this case where BCGNEEDS’ lawyer has also complained that Mr. Echefu has been evading arrest. Whether Mr. Echefu will turn himself in voluntarily or be brought to court on the next adjourned date by his lawyer; or whether he will be arrested by the Police in line with the order of bench warrant granted by the Court in this case remains to be determined.
