The Concern Initiatives for Community and Social Development (CICD), a non-governmental organization committed to democratic integrity and civic engagement, has lauded the peaceful and credible conduct of the Bagwai/Shanono and Ghari/Tsanyawa State House of Assembly by-elections held on August 16, 2025.

Concerned Initiatives and Social Development is an INEC accridited observer for the bye election

In a press statement signed by CICD Chairman Alhaji Tijjani Abdullahi Jos and Deputy Chairman Alhaji Ali Abacha, the organization confirmed the successful completion of its independent observation mission across all affected wards in the two constituencies. According to CICD, its observers were duly accredited by the Independent National Electoral Commission (INEC) and deployed to monitor the electoral process firsthand.

The by-elections were necessitated by the death of Hon. Halilu Ibrahim Kundila, who represented Bagwai/Shanono, and the annulment of the Ghari/Tsanyawa constituency election by the Kano State House of Assembly Election Petition Tribunal. CICD noted that both events triggered the need for fresh polls to fill the vacant legislative seats.

CICD reported that the elections were conducted peacefully across all polling units, with no major incidents recorded. “Citizens demonstrated commendable civic responsibility through massive voter turnout,” the statement read, adding that INEC’s timely deployment of materials and adherence to guidelines contributed significantly to the smooth conduct of the polls.

Security agencies were also praised for their professionalism and swift response to a minor disruption attempt by suspected political thugs on the eve of the election. CICD emphasized that the presence of security personnel helped maintain order and reassured voters of their safety throughout the process.

On transparency, CICD stated that the counting and collation of results were conducted openly in the presence of party agents and accredited observers. “This level of openness reinforces public trust in the electoral process,” said Alhaji Ali Abacha, Deputy Chairman of CICD.

Following its analysis, CICD concluded that the by-elections met democratic standards and reflected the will of the people. The organization attributed the credibility of the process to the professionalism of INEC officials, the proactive role of security agencies, and the peaceful engagement of political stakeholders.

To further strengthen future electoral exercises, CICD recommended that INEC sustain timely logistics and continuous training of officials. It also urged security agencies to maintain neutrality and proactive deployment, while calling on political stakeholders to uphold peaceful conduct and discourage electoral violence. Civil society organizations were encouraged to intensify voter education to promote civic participation.

“The Bagwai/Shanono and Ghari/Tsanyawa by-elections stand as a testament to democratic resilience in Kano State,” said Alhaji Tijjani Abdullahi Jos. “CICD commends INEC, security agencies, political parties, and the electorate for their roles in ensuring a peaceful and credible process.”

CICD reaffirmed its commitment to promoting transparent, inclusive, and participatory democracy in Nigeria, pledging to continue its advocacy and observation efforts in future elections.
