<p>The Leader of the assembly, Labaran Madari (APC-Warawa) moved the motion for consideration of the bill for second reading at plenary in Kano.</p>
<p>The motion was seconded by Hayatu Musa(APC -Kura/Garun-Malam).<br />
The bill passed the second reading, after deliberations on its benefits and general principles.</p>
<p>The Speaker, Alhaji Hamisu Chidari, referred the bill to the House Committee on Appropriation for in-depth study and urged the committee to report back to the house on December 13, 2022 for further action.</p>

<p>Our correspondent reports that Gov Abdullahi Ganduje had on Nov. 4 presented a budget estimate of N 245 billion to the assembly for consideration.</p>
<p>The budget was tagged “Budget of consolidation and prosperity II.”</p>
<p>The budget was made up of N144 billion capital expenditure, representing 59 per cent and N100 billion recurrent expenditure, representing 41 per cent.</p>
<p>Similarly, the Bill to upgrade Abubakar Rimi college of education to university of education has also passed second reading.</p>
